Bellflower Corruption is Truth, Not Rhetoric

So you pull into a  parking spot on the side of the street on a Saturday morning and the sign says "No Parking Friday." You are happy it is a Saturday, and you turn off the car and go to morning mass at the Catholic church; but when you return there's a $75 parking citation under your windshield wiper. You look back at the sign and it still says "No Parking Friday". You check your phone calendar and it still says this is Saturday. Something is wrong. Why did I get a ticket for No Parking Friday when it is Saturday ? You walk up the block a ways and now you see a sign that says "No Parking Saturday" either. What the &#(&^@% ?? As it turns out, this street in front of St Bernard Catholic Church in Bellflower, has signs for No Parking Saturday as well as Friday, but they are not on the same pole. You might see one or the other depending where you pull in along the street. It is EXTREMELY misleading, and surely they periodically make an easy $75 bucks from some innocent person who comes along to go to church. Usually it's probably somebody from elsewhere who's just visiting but it could trip up a regular customer as well if they usually park in the parking lot, and one day they come along a little late and decide to park on the street. It's deceptive. Maybe it wasn't originally intended to be deceptive but it was happenstance, typical bureacracy : left hand not realizing what the right hand is doing. But once they 've been notified of the deceiving situation, an honest municipality would correct it. The CIty of Bellflower refuses to correct their ineptitude or intentional trap. Thus, it is not rhetoric to call them CORRUPT. It is reality.

FOR SOME REASON I have a discrepancy about whether there were 8 signs or 10 signs. Nonetheless, whether 8 or 10, only 2 or 3 said No Parking Friday. Next time I'm in that area I will double-check 

Shame on @CityBellflower ðŸ˜¡ðŸ‘Žand their corrupt parking citation infrastructure & their $57 dollar "PARKING TRAP" on Beach street in front of St Bernard Church.

Drive by sometime if u don't know what I'm talking about. DO YOUR JOB & FIX IT. Ignorance is NOT an excuse.

There's a SPECIAL PLACE IN HELL for freakin "admin law judges" who RUBBER STAMP DENY legitimate parking citation appeals. They DON'T even read the appeal. & around here the citations start at $60.They also won't sign their name. U R SCUM ðŸ‘ŽðŸ˜¡

A street in front of St Bernard church in @CityBellflower has 10 signs, 10 poles:  

7 say "NO PARKING Sat/Sun"; 

The other 3 say 

"NO PARKING Friday."

Normally u put ALL restrictions on the same poles. But here they expect u to walk the ENTIRE STREET & read EACH sign.

So I pull up to the sign that says   "no parking Saturday or Sunday" and today is Friday. I park & go to church & come back & find a $57 citation on my windshield.

So I look at the sign again & it still says  "no parking Saturday or Sunday" and it's still Friday I walk to the next sign & says the same thing & the next sign says the same.

There's 10 signs : seven of which say "no parking Sat/Sun" ; three of which say "no parking Friday" so if you miss one of the three (out of 10) you get a $57 ticket.  

Why don't they put ALL the signs on the same pole like most municipalities do & according to Uniform Code?

Because it's intended to trap people, like a speed trap at the bottom of a hill. Or they added some later in a lazy manner & are too lazy to fix it ? 

The uniform code for parking signage actually requires  the MOST CLARITY POSSIBLE. This is a BIG FAIL at a visitor's expense. Or it's a success if it's intended to be a money maker for Bellflower

And why does Bellflower outsource the parking appeals to Tustin, a whole different county, to an alleged judge who rubber stamps a denial of the appeal and won't even sign his/her name ? Maybe because nobody actually reads it ? No actual judge ?

Note: They make you send your "1st appeal" to an office in Tustin- not  Bellflower nor even in Los Angeles County. Tustin is Orange County, approximately 22 miles away.

This is my appeal of parking citation #70034127 received near St Bernard Catholic Church at 9647 Beach St (see https://goo.gl/maps/b4RXag8KTCiVhA1n7).I was unable to compose this in less than 949 characters so I will try to include the long version on the 3 jpg attachments.Unless it allows me to submit a document. I hope you will read long version -I will attempt to attach as jpegs. Short version:2 of 8 say No Parking Friday 6 to 11am. 6 of 8 say No Parking Sat/Sun. West of church driveway there are ZERO  Friday signs & 2  Saturday or Sunday signs. I arrived south on Ardmore & then left (east) on Beach.I turned around in driveway & back west & parked directly in front of a sign saying No Parking Saturday or Sunday just west of the church. Repeat: no signs west of driveway say No Parking Friday. 75 of signs say No Sat or Sun. City should combine all restrictions on 1 sign.

"2nd appeal"

Hello. This is my appeal of parking citation #70034127 received near 

  I arrived here early on Friday July 8 2022 from out-of-town while it was still dark around 5am. Even though I do have a Bellflower residence I was returning from a trip & decided to nap in my car & attend the 8 am mass at the church rather than go home first. 

Normally when I come to St Bernard for mass I either park in the parking lot or the south side of the street (which  has NO parking restrictions). So I rarely if ever park on the north side of the street where I received the citation this time. 

The north side of the street from where Beach curves to Ardmore (use link above to see Google maps image) has eight "no parking " signs. 

Six of the eight say "No Parking Saturday or Sunday" . I remind you this was a Friday.







 Two of the eight say "No Parking Friday due to street cleaning from 6 to 11am") .



  Also, west of the church & the driveway in which I turned around as I arrived there are ZERO "no parking Friday" signs. And two "no parking Saturday or Sunday" signs. 

I arrived by coming south on Ardmore and then turning left (east) on to Beach. I thought about parking in the parking lot but thought maybe they don't like people parking so early, so I turned into the driveway & turned back westward on Beach street & parked directly in front of a sign that said "No Parking Saturday or Sunday" just eastward of the church.

I took a nap until 7:45am, tired from driving all night. Then at 8am I attended mass, & returned to my vehicle around 8:30 and noticed the parking citation had been written at 8:21 am. 

I double-checked the No Parking signs & observed that the majority of the signs  (6 of 8 or 75%) say "No Parking Saturday or Sunday" . And if you approach the way I did, you will NOT see the 2 of the 8 signs (or 25%) on the eastern half of Beach Street that say "No Parking Friday".

I would humbly recommend the City of Bellflower (where my grandfather (RIP) founded Valley Christian Schools & was a pastor in the 1930's when much of Bellflower was still dairy farms) combine the "no parking signs" to include both the Friday & Saturday/Sunday restrictions so that there is NO WAY to miss either restriction & I HUMBLY BESEECH the city of Bellflower to dismiss this citation given the information and facts I have provided herein.
